AI setup chatbot

Server-driven bootstrap plus AEOP chat. Tenant, OpenAI, SSO, Crawl4AI, and optional RAG seed are resolved from **API environment** (`ELITSM_AUTO_PROVISION_*`, `OPENAI_*`, OIDC, `CRAWL4AI_*`, `ELITSM_BOOTSTRAP_RAG_SEED_URL`), not hardcoded in the UI. ITIL setup workflow for structured metadata.

Plug-and-play bootstrap

Calls POST /v1/bootstrap with your service bearer. The API runs idempotent tenant provisioning and integration checks from env.Browser auto-bootstrap is off. Set NEXT_PUBLIC_ELITSM_AUTO_BOOTSTRAP=true to auto-fill tenant from the API after first load.
